Stealing an idea is copying it exactly or close to exactly or using the same idea without adding anything new to it. Getting inspiration is when you see a piece of art and decide to do something similar to it. This is not copying because you are changing variables in the art. For example you see a piece of art that uses only black and white, so you decide to make a black and white piece that is of a different subject.
Is it okay to use part of an idea or part of another picture in your piece if you change something or give credit to the original source? It depends on how major that part is. If you want to make a metal kinetic sculpture that uses mirrors because you saw a sculpture that uses mirrors. It is ok to do so if you are not copying the design of the sculpture and make you piece unique. This can be compared to sampling in music. If you use part of a song it is ok, but if you copy the bass, treble, and lead then just add like a filter and call it your own. Then you are in the wrong. It is like calling a remix your own song.
